Gene Ulm is a partner at Public Opinion Strategies, one of America’s largest and most respected public opinion research firms.  He has been with the firm since its founding in 1991.

Gene is one of the Republican Party’s leading political strategists and pollsters. Active in Republican campaigns for almost 40 years, he has extensive experience on behalf of numerous successful U.S. senatorial, gubernatorial, congressional, and state legislative campaigns.

In 2024, Gene polled on behalf of Pennsylvania Senator Dave McCormick in his victory over long-time incumbent Bob Casey.  Additionally, he polled on behalf of the largest swing state independent expenditure effort in support of the Trump campaign.    Gene also polled on behalf of independent expenditures supporting two of the GOP’s 2022 House pick-ups.

In addition to his political work, Gene is heavily involved as an industry advisor in energy, healthcare, gaming, and other highly regulated sectors.  He has helped site miles of natural gas pipelines, hundreds of turbines, hundreds of acres of solar, and even a hydrogen production facility.    He was part of the polling team that helped pass USMCA (NAFTA 2.0) as well as the landmark 2017 Tax Cuts and Jobs Act. He has contributed to the success of public-private partnerships ranging from infrastructure to the siting of new paper mills and waste cleanup sites.

Gene continues to be a leader in the research and development of quantitative methodologies in support of public policy, public affairs, and political research.

He has completed research in Australia, New Zealand, Russia, the former Yugoslavia, Indonesia, Thailand, the United Kingdom, Bangladesh, Ethiopia, Kenya, Pakistan, Qatar, Guyana, and Sri Lanka.
