Elizabeth Harrington


Elizabeth Harrington is a partner at Public Opinion Strategies.  Since joining the firm in 1998, the major focus of Elizabeth’s work has been public affairs and public policy research, managing over 25 million dollars of both qualitative and quantitative research projects.  During Elizabeth’s tenure at Public Opinion Strategies, she has been promoted from Project Director to Senior Project Director to Vice President to Partner.

Elizabeth’s research background has focused primarily on topics such as health care, Medicare and Medicaid reform, hospitals, media tracking, message and advertising testing, public education campaigns, international policy, and corporate image testing.

Elizabeth’s research experience on key health care policy issues has included work for America’s Health Insurance Plans, the American Medical Association, the Centers for Disease Control and Prevention (CDC), the Foundation for Informed Medical Decision Making, the Kaiser Family Foundation, Pfizer, and the Robert Wood Johnson Foundation.

Elizabeth’s research experience on media tracking, message and advertising testing to help build successful public education campaigns has included work for the Association of American Medical Colleges, the Centers for Medicare and Medicaid Services (CMS), the Lance Armstrong Foundation, MADD, the Robert Wood Johnson Foundation, the Save Darfur Coalition, and the United Nations Foundation.

Elizabeth is a RIVA trained focus group moderator, completing courses in both the fundamentals of moderating and advanced moderating.  She has moderated over 200 focus groups specifically focused on testing messages and evaluating media for advertising, public policy, and earned media campaigns.  This includes moderating the majority of the focus groups completed for both the Medicare National Multi-Media & Education Campaign on behalf of CMS and the Robert Wood Johnson Foundation’s annual campaign Cover The Uninsured Week raising awareness for health care coverage of all Americans.

Prior to joining Public Opinion Strategies, Elizabeth worked for three years as the Market Research Director for a research and publishing company in Philadelphia, PA.  Elizabeth received a B.A. in Government from Skidmore College in 1995.  She currently resides and works in Philadelphia, PA.
